You can come into the Safari Zone, but keep in mind, it's dangerouse. The warren warns you that the pokemon are mean and the black fog that hangs around the place is making people sick. Well...it's you're choice. You gain Shadow Pokemon for your efforts. Not that they'll want you. No matter how hard you look, you also won't find any trace of Koga other then his Ninja cape...
However, inside the cape is a note, and it reads;
....Can't see, so much fog...they're...Shadows...so violent...Can't breath...Sabrina could help...Hypno's attacks seem....scare them...Get out...
