IN an interview, haley did say the song was about the times between RIOT! and Brand New eyes, How everyone kept blaming everyone for anything else. So the answer to your question is yes AND no.
YEs the song is about Josh, but no, its not only about him, its about the whole band, INCLUDING haley.
